Do high-school civics tests boost youth voting?

A study by researchers at The Pennsylvania State University suggests requiring high-school students to take a test on basic knowledge of US government and democracy does not lead to an increase in youth voting. The findings emphasize the importance of more participatory civic education, including hands-on activities and opportunities for civic engagement beyond rote memorization and standardized tests, to inspire young people to vote, the researchers and other experts say.
